This Master’s dissertation aims to study the surroundings of heritage buildings developing a theoretical reflection about the issue and proposing as a study case the elaboration of a project to delimit, to regulate and to qualify the surroundings of Casa Saavedra, a heritage building protected by the State ofnRio de Janeiro, located in Correias, Petrópolis, Rio de Janeiro. The residencenbuilt in 1945 is a landmark regarding plastic language and architecturalnsolutions that consolidated as a reference in Lucio Costa’s works (1902-1998)nand in his vision of the Brazilian modern architecture. The conceptual project of the work is grounded in Charters and international documents as well as in the views of experts dealing with the issue of the relations between the cultural good and its environment and of the instrument of the surroundings. An analysis is developed about the history and the dynamics of the occupation and the changes in the landscape as well as the understanding of the cultural value and the characterization of Casa Saavedra. We intend that the approach developed in this work may eventually contribute to the studies carried out by INEPAC, body under the jurisdiction of the government of the State of Rio de Janeiro.
