Vila Operária Salvador de Sá (VOSS), located in the central region of the city of Rio de Janeiro, is recognized as the main heritage landmark that characterizes the Cultural Environment Protection Area (APAC) of Cidade Nova. It was built at the beginning of the 20th century during the administration of Mayor Pereira Passos and listed in 1985 at the municipal level due to its architectural, historical and cultural importance as the first oficial housing initiative for the low-income population. In 1991, following Municipal Decree no. 10.040/1991, the Area of Cultural Environment Protection in Cidade Nova (APAC) was created. However, even after the creation of protection instruments, the village and the APAC have been suffering a process of obsolescence and loss of this heritage over many years. Although the two-story semidetached houses still retain a large part of their original characteristics, many of them present serious conservation problems. This work analyzes aspects of the urban transformation of APAC in Cidade Nova, focusing on Vila Operária Salvador de Sá, studying the process that spans from its creation to the current scenario of abandonment, and the project proposed by the “Novas Alternativas” program (2011), taking into account its importance as a cultural heritage for the city of Rio de Janeiro. To develop a critical reflection in the field of preservation, this work studies the Theory of Restoration, by Cesari Brandi (2004 [1963]) and The modern cult of monuments, by Aloïs Riegl (1905/2019), as well as some patrimonial charters such as the Venice Charter (1964). This dissertation's main objective Its main objective is to develop an intervention project in Vila Operária Salvador de Sá with a view to preserving heritage and improving living conditions for residents. As a final result, is considered the insertion of contemporary architecture into the complex, addressing the relationship between old-new from the perspective of theories such as Francisco De Gracia, Giovanni Carbonara and Beatriz Kuhl.
